Neologism

In the midst of a post about splitting up the crime fighting functions and the counter-terrorism functions of the FBI, and possible bureaucratic mergers afterwards (crime fighting part of the FBI merges with the ATF and DEA), Yglesias uses the word "debacular." I recognize this as a form of debacle, but I'm pretty certain I've never seen this word before. The word only has thirteen hits on google, so it's not that common, but it doesn't appear to be somethign Matt made up. It's not in the OED though. Any ideas where this word came from or how new it is?
